Transboundary Diagnostic Analysis

Transboundary Diagnostic Analysis of the Sulu-Celebes Sea Large Marine Ecoregion

Borneo Conservancy works on policy, specializing in legal, institutional and governance framework for Sabah, Malaysia. We were part of the Technical Task Team working on the Transboundary Diagnostic Analysis (TDA) of the Sulu-Celebes Sea Large Marine Ecoregion (SCSLME). The TDA is an objective and science-based assessment of the transboundary problems in the SCSLME. It uses the best available verified scientific and technical information to examine the state of the environment and the root causes for its degradation. The analysis was carried out in a cross-sectoral manner, focusing on transboundary problems without ignoring national concerns and priorities. The task team was a regional body formed by Malaysia, Philippines and Indonesia to undertake the technical process of TDA formulation and proposals for long-term Ecosystem Quality Objectives.

The TDA was completed in May 2012, and Borneo Conservancy is now involved with the follow-up process of the TDA, leading to a Strategic Action Program (SAP) in the Sulu-Celebes (Sulawesi) Large Marine Ecosystem (LME) to address the prioritized Transboundary Problems in the LME.

The Malaysian National SAP is a policy document that will be formulated by the National Coordinating Unit (NCU) of the Sulu-Celebes Sea Sustainable Fisheries Management Project (SCS-SFMP).
